Did the “occupation” of the Jewish ancestral homeland in 1967 spark Palestinian terror?

“While such acts [of Palestinian terrorism] cannot be justified, they must be understood as being a painful but inevitable consequence of colonialism, apartheid or occupation,” Special Rapporteur John Dugard wrote in a 2008 report to the UN Human Rights Council.

Is that true?
