Muslim Brotherhood-Linked Networks Expanding Influence in Canada – Report

The ISGAP argues Canada’s federal government lacks adequate mechanisms for tracking foreign financial involvement in academic institutions.

A new report from the Institute for the Study of Global Antisemitism and Policy (ISGAP) is calling for greater scrutiny of foreign influence in Canada, warning that networks associated with political Islam and the Muslim Brotherhood have gained a foothold in universities and other institutions.

The report, released in August 2026, focuses in part on Canadian higher education, where ISGAP says insufficient disclosure requirements have made it difficult to assess the extent of foreign funding and its potential influence.

The University of Toronto, Toronto Metropolitan University, and the University of Waterloo are among the institutions identified in connection with academic relationships or funding linked to Qatar, which the report describes as a supporter of Muslim Brotherhood networks.

ISGAP also points to conditions at several major Canadian universities, including McGill University, Concordia University, the University of Toronto, and York University.

The report characterizes the campuses as centers of anti-Israel and antisemitic activity and says Jewish students and faculty have faced an increasingly difficult environment.

The findings extend beyond individual universities to Canada’s regulatory system. ISGAP argues that the federal government lacks adequate mechanisms for tracking foreign financial involvement in academic institutions, contrasting Canada’s requirements with disclosure rules in the United States.

The organization says that a lack of transparency can allow foreign governments, foundations, and ideologically affiliated organizations to develop relationships with Canadian institutions without sufficient public scrutiny.

ISGAP is urging Canadian authorities to investigate the networks and financial relationships described in the report and establish stronger disclosure requirements for foreign funding.

It also calls for greater examination of organizations and foundations operating within Canada’s educational system and other established institutions.

The report presents the issue as broader than campus antisemitism, arguing that foreign funding and organizational networks can provide political and ideological movements with avenues for influence inside Canadian institutions.
