The Armon Hanatziv neighborhood is situated adjacent to Palestinian neighborhoods, and specifically the hostile neighborhood of Jabel Mukaber, and has been the site of several terror attacks, some of them lethal.
One of the most severe and deadly attacks in the area occurred in October 2016 when two Palestinian terrorists boarded a bus and shot and stabbed passengers, murdering Alon Govberg, Haim Haviv and Richard Lakin, the latter of whom was also an American citizen, before being shot dead by security forces. Another 17 Israelis were wounded in the attack.
The latest Palestinian terror attacked occurred amid a spate of Palestinian attacks in recent weeks, the most severe of which was carried out on October 7, when a terrorist shot and killed two Israelis at the Barkan Industrial Park in Samaria.
In total, Judea and Samaria has seen a decrease in attacks in 2018, with 25 incidents compared with 54 in 2017 and 108 in 2016, the Shin Bet said.
