Islamic State terrorists have demonstrated the ability to conduct complex, multi-stage attacks outside the conflict zone, while at the same time the role of its affiliates in the wider region has been elevated, UN experts said in a new report.

Two suicide bombers detonated explosives-laden cars on Tuesday outside the United Nations Mine Action Service offices and a Somali army checkpoint in Mogadishu, killing 13 people, including seven UN guards, Somali police officials said.
