This bill is vital for Israel’s security. Ensure that the Senate makes it law.

A bill that calls for leveling sanctions against terror organizations that violate human rights by using civilians as human shields was recently introduced in the US Senate.

The “Sanction Terrorist Operations Using Human Shields Act of 2018” or the “STOP Using Human Shields Act,” states that it is US policy to condemn the use of human shields by Hamas as an act of terrorism and a violation of human rights and international humanitarian law, and to act against those engaging in or supporting the practice.

According to the bill, the president shall prohibit property transactions and US entry with respect to each foreign person or entity that is responsible for or complicit in terrorists’ use of human shields.

The bill also calls on the president to direct the US ambassador to the United Nations to secure support for a UN Security Council resolution that would condemn the use of human shields and impose multilateral sanctions against terrorist organizations that use human shields.

Authored by Senators Ted Cruz (R-TX) and Joe Donnelly (D-IN), this bipartisan legislation requires the president to impose sanctions on members of US-designated foreign terrorist organizations that knowingly encourage, order, control or are complicit in, any attempt to use human shields.

The bill takes aim at Hezbollah and Hamas for their heinous actions, and also other groups designated by the Secretary of State as foreign terrorist organizations, including the Islamic State, Palestinian Islamic Jihad, Boko Haram, Al-Shabaab, and al Qaeda, which have repeatedly used similar human shield tactics in violation of international law.

For the sake of Israel’s security, we must ensure this act becomes law.

Please urge your senators to cosponsor the STOP Using Human Shields Act (S. 3257).
