: Durban III is an informal name for a high-level United Nations General Assembly meeting to mark the 10th anniversary of the adoption of The Durban Declaration and Programme of Action that is scheduled to be held in New York City on 22 September 2011. It was mandated in 2009 by United Nations General Assembly (GA) resolution 64/148 to commemorate the World Conference against Racism 2001 (also known as Durban I), and given additional form and visibility by a GA Third Committee draft resolution adopted on 24 November 2010. It follows the Durban Review Conference, the official name of the 2009 United Nations World Conference Against Racism (WCAR), also known as Durban II.
According to Inter Press Service, most of the 193 member states of the UN are expected to attend the one-day meeting, the theme of which is “Victims of racism, racial discrimination, xenophobia and related intolerance: recognition, justice and development.” Consisting of a plenary session and a series of round table discussions at the level of Heads of State and Government, it is directed towards building upon the agenda outlined in The Durban Declaration and Programme of Action, or DDPA, described by the UN as “the international community’s blueprint for action to fight racism.”
Israel and the United States walked out of the 2001 Durban Conference after a draft document, later changed, equated Zionism with racism, and they criticized the conference for promoting rather than combating racism. These two countries, along with Australia, Austria, Bulgaria, Canada, the Czech Republic, Germany, Italy, the United Kingdom and the Netherlands, have announced that they will boycott Durban III; all of them but Austria, the United Kingdom and Bulgaria also previously boycotted the Durban Review Conference in 2009. They charge that the Durban process has been used to promote racism, intolerance, antisemitism and Holocaust denial, and to erode freedom of speech and Israel’s right to exist.
A coalition of 25 non-governmental organizations (NGOs) critical of the conference, led by UN Watch, has organized a parallel human rights summit. The Durban +10 Coalition, a coalition of NGOs supportive of the conference which includes the US Human Rights Network, National Lawyers Guild and the International Jewish Anti-Zionist Network, expressed its unequivocal support for the DDPA and criticized countries boycotting the conference.

StandWithUs and the other organizations sponsoring the Durban CIRCUS event released the following information about the event: “The words ‘never again’ mean something to us. There are many nations worthy of sanctions; Israel is not one of them. And we will not stand idly by while atrocities are committed by hypocritical, despotic regimes and Israel is singled out for blame. Let the countries who hijacked the fight against racism be put on notice: We are ready for Durban III.”
