Unlike most of the world, for whom the word “terror” means violent acts to intimidate a population, the Palestinian Authority views terrorism as a heroic and meritorious pursuit.
While the world may disagree on many things, most of it agrees that terror leads to indiscriminate slaughter, misery, and fear. As such, preventing and prosecuting terrorism is at, or close to, the top of the agenda for most governments.
The Palestinian Authority, however, disagrees, allocating monthly salaries and benefits rewarding imprisoned and released terrorists, and the families of “martyrs.”
Clearly the PA defines the term “terror” very differently than the rest of the world.
