Are US Government Funds Reaching Terrorists?

Arutz Sheva has reported that two-dozen Americans living in Israel are suing US Secretary of State Hillary Clinton for allowing American money to reach into the hands of Palestinian terrorists. The federal law suit spearheaded by the Israel Law Center, otherwise known as Shurat Ha-Din, claims that the US State Department violated the Anti-Terrorism Act by ignoring congressional safeguards and transparency requirements attached to US aid given to the Palestinians, which has had the dire consequence of American money that was sent to the PA general budget getting into the hands of terrorists.

It is estimated that since the Oslo Accords were signed in 1993, the US has given over $4 billion to the Palestinian Authority. Over the last four years, US aid given to the Palestinians has been at an average of $600 million per year. With this American money, the Palestinian Authority has as of May 2011 spent $4.5 million per month on compensating Palestinian terrorists living inside Israeli prisons and a further $6.5 million on payments to families of suicide bombers. This money reaches all terrorists serving in Israeli jails and families of suicide bombers, regardless of political affiliation.

On top of that, the PA general budget has been used to glorify terrorism. For example, the Palestinian Authority summer camp for children sponsored by Prime Minister Salam Fayyad divided summer campers into three groups named after Palestinian terrorists in 2011. That same year, the Palestinian Authority also planted a tree to honor 73 Palestinian terrorists. Furthermore, the PA official media continues to routinely glorify terrorism against Israel.

Yet, as if all of this were not bad enough, the US gives approximately $200 million to UNRWA each year. UNRWA, aside from having a mission of perpetuating the Palestinian refugee crisis rather than solving it, is also known for encouraging Palestinian terrorism in their schools and employing terrorists in their facilities. Nitsana Darshan-Leitner, the director of the Israel Law Center, stressed that “once handed over, US funding of the PA and UNRWA is difficult to trace and the State Department has been lax in requiring the Palestinians to utilize bank accounts and other transfer methods that ensure transparency. Elements of the US Government, particularly the State Department and USAID, are breaking the law and must cease all funding of the PA immediately. US aid to the Palestinians is killing innocent people.”
