The Board of Peace on Monday reaffirmed that Israel will not withdraw beyond its designated security line in Gaza until Hamas has fully surrendered its weapons, directly contradicting Hamas’ repeated claims that Israeli forces must leave the Strip before the terrorist group begins disarming.
Following a meeting Monday between Board of Peace head Nikolay Mladenov, Prime Minister Benjamin Netanyahu and senior Israeli officials, the organization said reports suggesting otherwise were inaccurate.
“Contrary to inaccurate reports,” the Board said, “the withdrawal of the IDF beyond the Yellow Line will take place only once decommissioning is complete, as Hamas committed to the mediators.”
The statement added that the requirement applies to all of Hamas’ military infrastructure, including light and heavy weapons as well as its tunnel network. It said implementation will be overseen by an International Stabilization Force and an Implementation Verification Committee that includes both the United States and the Board of Peace.

The clarification follows Friday’s announcement of the Board of Peace’s reported 15-point Gaza roadmap, which calls for the complete disarmament of Hamas and all other armed groups, the dismantling of tunnels, weapons depots and production facilities, and the transfer of civilian governance to a new Palestinian administration under the principle of “one authority, one law, and one weapon.”
Since the plan was unveiled, however, senior Hamas officials have repeatedly claimed the terrorist organization will not begin surrendering its weapons until Israel fully withdraws from Gaza, arguing that every phase of Hamas’ disarmament depends on Israel first fulfilling its obligations under the agreement.
Tuesday’s statement from the Board of Peace appears to reject that interpretation, reaffirming Israel’s position that any withdrawal beyond the Yellow Line will occur only after Hamas has completed its disarmament commitments.
The Board also said its meeting with Netanyahu was “constructive and detailed,” adding that Israel and the Board of Peace “share a common understanding of the ultimate objectives” of the framework: the complete decommissioning of Hamas’ weapons and the transition from armed rule to civilian governance in Gaza.
